Hearing loss in children

Hello, My daughter was evaluated for hearing loss from the public school she attends, and twice from an audiologist. The school authorities believed that she had a hearing problem, but on the first test with the audiologist, her hearing was within normal limits, but it was right on the line. After a few months, I insisted the audiologist to test her again as I truly felt that there was a problem with my daughters hearing. After taking this sound proof room test, they said that it was below the normal limit in one ear. He said that even though it showed water in the ear, he didn't think it was significant enough to cause a hearing problem. What would be the real problem with her hearing?
